David Davies
President, Commercial
As its President, David Davies is responsible for the oversight, development, and growth of Connolly’s Commercial Division, which consists of Contract Compliance and Accounts Payables audit practices. Prior to joining Connolly, David was the Global Managing Partner for the Energy, Utilities and Services Practice with Infosys Consulting. In this role David was responsible for the overall P & L for this practice which included a $130 million client portfolio with more than 100 consultants. He also had responsibility for Infosys’ pricing capability and has chaired the Partner selection committee. Prior to this role, he spent 15 years in the Strategy and Business Architecture practice at Accenture. His industry experience includes Oil and Gas, Utilities, Chemicals, Natural Resources and Information Services. He holds an MA, (with Honors), in Geology and Geochemistry and a Post Graduate Diploma, (awarded with distinction), in Petrochemical Business Management from Oxford University, Oxford, England. David is a seasoned commercial executive with a track record of both top line growth and bottom line improvement.

Bob Donohue
EVP, Commercial
Bob brings his diverse expertise in the areas of operations and consulting to Connolly’s contract compliance business. His experience includes selling, managing, and delivering process improvement and systems implementation engagements across a variety of operations-intensive industries, including Abbott Laboratories, Alcan, Johnson & Johnson, Merck, and Oxychem. Beginning his career in manufacturing management at General Motors, Bob went on to hold various consulting positions in the areas of global practice leadership and supply chain improvement, including work at Arthur D. Little, where he had global responsibility for the operations and information management functional practices. While at ADL, he served as the integration “point-person” with eleven global industry practice leaders. Earlier in his career, at Coopers & Lybrand, Bob was responsible for the sale, management, and execution of consulting engagements involving manufacturing strategy, systems, and operations across a variety of industries. His emphasis on client service has resulted in multiple long-term relationships and increased client retention.

Howard Flaum
Director, Strategy & Quality
As Director, Strategy & Quality, Howard is responsible for advancing Connolly’s breadth and quality of contract compliance services. His experience in corporate internal contract compliance auditing, internal audit, business controls, and administration gives him the insight needed to ensure the highest quality service delivery at all engagements. Howard’s background at ARCO Corporate and ARCO Transportation Alaska gives him first-hand knowledge of the oil & gas industry and an insider’s view of the procurement and contract processes of some of the world’s largest companies.

Steve Studer
Audit Manager
Steve has a proven record of accomplishment in evaluating contractual, performance and control issues. His cost recovery efforts began in 1978, when he was employed by the federal government to perform contractual reviews and received extensive training and experience in contractual fraud investigations. During subsequent years, Steve has continued his cost recovery efforts in a number of industries and in a variety of roles, primarily internal audits. In conjunction with his identifying, presenting, and supporting these cost recovery and savings efforts, Steve has made substantial recommendations designed to prevent future errors. Steve has held increasingly responsible assignments within the mining and oil and gas industries, primarily as an internal auditor and special projects “go to” person in problem situations. Earlier in his career, Steve served as an independent Certified Public Accountant examining financial statements. With his broad background and managerial experience, Steve can quickly identify contract compliance issues, identify process improvements, and facilitate the recovery of the clients’ overpayments.

Lee Hircock
Audit Manager
With over 20 years of specialized experience, Lee has negotiated, audited, and executed a broad spectrum of contracts ranging from the construction of facilities, to national and regional group purchasing agreements, to managed care reimbursements and corporate and personal medical expense compliance programs. During the past 12 years, he planned and performed billing and receivables compliance audits that addressed both over-payments and under-payments, depending on the needs of the clients. The successful outcomes resulted in million of dollars in recoveries of revenue and savings in expenditures which directly improved the bottom lines and vital cash flows of those clients. Other notable career achievements include being a key presenter on “Construction Auditing Guidelines for Internal Auditors” at an annual, national conference for healthcare auditors and authoring the article, “Group Purchasing Contract Audits for Nutrition Services,” published in a monthly membership journal for internal auditors.
